Bulgarian Authorities Investigate Possible Sabotage Following Fire at EMCO Ammunition Depot

Authorities in Bulgaria have launched a formal investigation into a major fire that erupted at an ammunition depot operated by private arms manufacturer EMCO, with officials openly weighing the possibility of external sabotage. The blaze, which occurred near the village of Tsareva Livada, represents the latest in a series of suspicious security incidents targeting the nation's defense industrial facilities.

Emergency responders managed to bring the flames under control following the Saturday incident. Video footage broadcast by local media outlets depicted intense flames illuminating the night sky above the storage facility. Officials confirmed that despite the scale of the fire and the hazardous materials contained within the grounds, no injuries or fatalities were reported among depot personnel or nearby residents.

The emergency at Tsareva Livada comes just weeks after an earlier explosion and fire struck a different EMCO facility situated in western Bulgaria in August. That prior incident had already heightened concerns regarding the physical security of weapon stockpiles across the country, amplifying scrutiny on recurring vulnerabilities within the private defense manufacturing network.

Speaking to journalists regarding the unfolding inquiry, Bulgarian Interior Minister Ivan Demerdzhiev confirmed that law enforcement agencies and investigators are refusing to rule out outside interference. Demerdzhiev stated that government investigators are actively cross-referencing the latest blaze with previous fires across several EMCO installations and other domestic defense manufacturers to identify recurring patterns or operational links.

In addition to examining potential malicious actors, Demerdzhiev emphasized that the official investigation is evaluating broader regulatory compliance. The minister expressed significant concerns surrounding the physical security measures at such sensitive sites, the conditions under which high-grade explosives are maintained, and the overall adequacy of the guarding protocols protecting critical military assets.

EMCO released its own forceful response to the incident, asserting unequivocally that the fire was the product of deliberate sabotage. The defense manufacturer highlighted a troubling trend, pointing out that more than ten comparable security breaches, fires, and unexplained explosions have affected Bulgarian defense enterprises since 2011.

Company representatives maintained that there is no credible basis to view the Tsareva Livada fire as anything other than part of this wider campaign. EMCO pointedly criticized state authorities for what it characterized as an ineffective investigative track record, noting that law enforcement agencies have failed to bring a single investigation to a conclusive resolution regarding the numerous attacks on leading defense facilities over the past decade.

Slavcho Dimiev, the manager overseeing EMCO’s production facilities, provided operational context about the site, confirming that the warehouse served primarily to house ammunition stockpiles, which included a limited quantity of medium-calibre rounds. EMCO further pushed back against suggestions of internal laxity, noting that the warehouse had passed seven separate regulatory inspections since the start of the year, with the most recent safety review occurring only twenty days prior to the blaze.

EMCO is owned and operated by prominent Bulgarian arms trader Emilian Gebrev, a figure who has long maintained that his business empire is under continuous threat from hostile foreign elements. Bulgarian state prosecutors have previously accused Russian operatives of orchestrating repeated attacks against Gebrev’s commercial infrastructure.

The shadow of foreign intelligence activity has heavily influenced past investigations. In 2024, Bulgarian authorities took the significant step of issuing arrest warrants for six Russian citizens suspected of orchestrating the destruction of multiple EMCO munitions sites between 2011 and 2020. Those targeted facilities had contained weaponry and ammunition earmarked for export to foreign militaries, specifically Georgia and Ukraine.

Bulgarian state prosecutors have previously traced operational connections across several international incidents, arguing that the explosions at EMCO sites shared clear links with the attempted poisoning of Gebrev in 2015. Investigators also noted potential ties to the 2014 munitions depot explosions that rocked the Czech Republic, suggesting a coordinated campaign against regional arms suppliers.

The Kremlin has consistently rejected all allegations of involvement in the Bulgarian depot fires and related attacks across Europe, dismissing the claims made by Bulgarian and European prosecutors as baseless. Despite Moscow's formal denials, security analysts and local industry figures have continued to view the recurrent blasts through the prism of covert geopolitical operations.

The incident at Tsareva Livada unfolds against a backdrop of deep political shifts within Bulgaria. Prime Minister Rumen Radev assumed office in April after running on a platform widely viewed as Kremlin-friendly, altering the nation's political trajectory and testing its strategic defense posture.

Following that political transition, newly appointed Defence Minister Dimitar Stoyanov declared in June that Bulgaria would cease its provision of military weaponry and ammunition to Ukraine. Stoyanov publicly urged leadership in both Kyiv and Moscow to initiate direct negotiations to bring an end to the armed conflict.

As investigators continue their work at the Tsareva Livada site, the latest blaze underscores enduring tensions surrounding Bulgaria's defense industry. The investigation remains focused on establishing whether the fire was an isolated failure of internal safeguards or another covert attempt to undermine the nation's arms manufacturing sector.
